This is the special case with Dare and Need.

Let’s See some examples of Dare and Need.

  1. I need to talk to you.
  2. I do not need to talk to you.
  3. I need not talk to you.

In the same way,

  1. I dare to talk to you.
  2. I do not dare to talk to you.
  3. I dare not talk to you.

I want to mention here that after not, we do not use to in case of need and dare.
